Executive summary

1. EXECUTIVE SUMMARY

Beer and the local breweries

Beer in Bosnia and Herzegovina has a strong tradition, and is, without a doubt, the leading alcoholic drink in this country. Beer brewing is a tradition that goes back more than 100 years. It is the most popular drink in stores, restaurants and cafes. The presence of domestic brands is very strong, as well, beer from surrounding countries, and around the world sell very well. Promotional activities have proven to be essential for boosting sales.

Domestic wine production

Although domestic wine production was very strong, especially in southern parts of Bosnia and Herzegovina, in the years before civil war (1991-1995), after the war, wine production declined drastically. Destroyed land, productions facilities and business structures are the main reasons for a slow recovery. Within the review period, local authorities have tried to promote a series of investment projects, aimed at the reconstruction of infrastructure and vineyards.

Contraband impacts market

Contraband has been a serious issue in Bosnia and Herzegovina since its foundation in 1992. In the early years after the war ended, this type of activity affected the economy of the country heavily. Smuggling avoids tax payments to official bodies, and has become a very popular crime. It is estimated, that about 30% of wine and spirits are sold illegally, meaning huge tax losses for the country.

In the review period, the state has become more determined to stop this kind of crime, and has invested large sums of money into better border control, as well as inspection of suspicious companies. Help from the European Union, the U.S., and other supporting countries, in terms of education, equipment and personnel aid has helped official institutions to push down black market sales.

VAT to be introduced by 2006

One of the most currently discussed topics in Bosnia and Herzegovina is the implementation of Value Added Tax (17%) as of January 2006. State officials are hoping that the new taxation system will provide more efficiency in tax collecting. However, it is very likely that the new taxation system will have a negative impact on consumerism in the first six months of implementation.

Financial analysts predict a very ' dry' first year of the tax implementation, which will have an impact on alcoholic drinks, as well as on other markets. They also predict that markets will need at least a six month period to stabilise after introduction of the new taxation system.
